that authorize the breaking of locks on electronic books so that blind
people can use them with software and hardware that will read the books
aloud. This does not address the problem of book readers that are
capable of reading specific books aloud, but are disabled because of a
publisher setting a "do not read aloud" flag for the book. It would
however allow the encryption to be broken so that a person who is blind
could use his or her own software to read the book aloud. The new rules
expire in three years.
